ChanServ equivalent for SILC?

Can anyone point me towards to an equivalent of ChanServ for SILC?  I
have a standalone server that is hosting channels for a few different
groups, and we have the channel modes set to require passwords to access
certain channels.  However, all this gets undone any time the server
restarts.  Is there a way to make these persistent within SILC server,
or set up a bot to do it?
