problems with silcd,all +f rooms lost on restart

Hi i have a working silcd running and open to the public. most things
work fine. When i set a rooms cmode to +f to make it permanent it
appears to work. however when i gracefully restart the silcd server
all the +f rooms, in fact all the cmode settings for all rooms,
disappear. is this normal, how can i fix this problem?
