I am not involved with Debian, so I can't say for sure. But it doesn't
look as if they are anywhere near release now[1]. Usually, they will
announce several weeks before they freeze.

For Gentoo, I have hacked together an ebuild that builds libosip2-2.2.2
internally. It can be found in the voip overlay[2].
