news.individual.net is not free, but pretty close and ultra-reliable.
I never had access issues in the many years I used them.  If you
want totally free, look at news.readfreenews.net or news.sunsite.dk

If you're going to build your own slrn, slrnpull is in the main
source tarball.  If you're looking for a pre-made binary, I can't
help you because I always roll my own.
