At one point it was a free service, so that was probably in place to 
give them a reason to boot spammers and trolls. FWIW, I always spam 
proofed my address, and never encountered a problem. I suppose if 
somebody had complained, I might have had a problem, but I think most 
Usenet posters are able to figure out a spam proofed address.
