Message-ID: <[email protected]>

which has

Content-Type: text/plain; charset=ISO-8859-1; format=flowed
                                            ^^^^^^^^^^^^^^^

and the error is:

Can't convert ISO-8859-1; format=flowed -> UTF-8

Or basically any message that doesn't have a Content-Type header
like eg.

Content-Type: text/plain; charset=ISO-8859-1

Another good example might be

Message-ID: <[email protected]>

with

Content-Type: text/plain; charset="iso-8859-1"
                                  ^          ^

And the error I get is:

Can't convert iso-8859-1" -> UTF-8
                        ^

So, to my layman's understanding, it seems that lines 173ff. from
mime.c never go into action -- the first double quote is removed,
but not the second, before passing to iconv.

Thanks for looking into this.
