Yes, I also ran across such postings, but I'm not sure if the newreader should fix this things. I think it should be better to put some pressure on google to fix this. But I think it should possible for slrn to treat us-ascii like the configured fallback_charset. I'll think about this, wenn I come back from my vacation.
