OK, I updated the patch a little bit, setting the fallback_charset
variable slrn will now

* convert Subject and From Header to that charset if they contain
  unencoded 8 bit characters

* convert the body of a posting to that charset

  - if no content-type declaration is found in the headers
  - if the iconv function failed to convert to the charset declared
    in the headers

I also wrote an additional patch which allows you to override an
us-ascii charset declaration with the fallback charset. As Christian
pointed out, this might be useful for dealing with google postings,
which have 8 bit characters inside although they claim be
"us-ascii".
