Try building slsh, which is in the slang distribution. If that builds, look at its Makefile and see how the link is performed. Look at the README file in slang-x.y.z/slsh/mkfiles/ for information about building it. It is also a good idea to have slsh built and installed on your system. Future builds of slrn on win32 may depend upon it, since it is the one interpreter that I can require to be installed.
