Iconv and gettext binaries are available on mingw page and I hope they will
be used when you got time (and inclination) to work on compiling slrn by msys.

It will be difficult - in cmd.exe you can choose between only one raster
font and one unicode - Lucida Console. Anyway, I tested it with windows
binary of 'less' and it works, showing cyrillic characters.
