Yes, but slang also looks at those variables under windows, before it
looks at LANG.

If you set the LANG environment variable to the UTF-8 value, does slsh
indicate UTF-8 mode?  You can tell by entering `_slang_utf8_ok;' at
the prompt:

   slsh> _slang_utf8_ok;
