I've tried your macro also without success.  I'm using slrn pre0.9.9-69/rt.
I've called auto_ignore after onekey-score, and checked it is loading with
     $ slrn -w

I set bad_score to -22, my max_low_score is -998.  The -22 score is correctly
getting applied to the person I want to apply it to:
     [*]
     Score:: -22 % testing auto_ignore
     From: Troll

But the followups are not being assigned new_bad_score.

I added 
     _traceback = 1;
     open_log_file("/tmp/slrn.slang.log");
to auto_ignore.sl and a file is created in /tmp, but it's empty.

Any ideas?
