Not reproducible here:

I occasionally see similar glitches, and they used to be frequent in 
0.9.8.1pl1. Improved support for legacy character sets made most of them go 
away.

My locale: UTF-8.en_GB

My .slrnrc setting: set fallback_charset "iso-8859-15"
