I totally agree with that. There should be an option to officially 
download the slrn 0.9.9 as a tarball.

The best thing IMHO would be to place a unstable or develelopment
version on:

http://sourceforge.net/project/showfiles.php?group_id=7768

I think this should be somehow makable with in-house means of
sourceforge, take a look e.g. at the page of audacity

just to get an impression what I'm talking about.
