pre99: SSL support?

Hi John,

what's the intent of the change pre99?

99. src/config.hin: Added a definition for SLRN_HAS_GNUTLS_SUPPORT.

I've set this marco to 1, but nothing changed. The binary is not linked
against the library.

Are you working on TLS support or is it scheduled after the stable
release?
