[patch] update for README (and notes on other documentation)

Updated maintainer info and URLs for pre0.9.9. See attachment.

The URLs may need updating again for the final 0.9.9 release, especially if my 
wish comes true and slrn.sourceforge.net is updated.

A usable version of the Reference Manual for pre0.9.9 is also available from 
my site. The plain text version is intended as a replacement for 
doc/manual.txt.

"Usable" doesn't mean "perfect". Please suggest improvements. I'm aware of 
issues regarding consistent formatting (e.g. italics for variables, monospace 
for filenames and commands), but there may be bigger problems I haven't 
noticed.

Many thanks to the contributors to these versions of the manual and FAQ, whose 
names are, I hope, all properly credited in 
<http://pjr.lasnobberia.net/slrn-doc/svn-log.txt>, and especially to Thomas 
Wiegner, who has much more right to be listed as an author in the headings of 
these documents than I.
