new INSTALL file confuses make on case-insensitive file system

Hi,

Finally a new Slrn. Great.

There's a minor glitch that happens on case-insensitive file
systems -- I'm on a Mac with HFS+. svn revsion 290 introduced the
new INSTALL file, and it confuses "make install":

$ make install
make: `install' is up to date.

I have to cd into the src directory "manually" to make it work;
the "cd src" directive in the top-level generated Makefile has no
effect, make still takes INSTALL as its argument.

One way to avoid this would be to simply rename INSTALL to
INSTALL.txt
