The problem you mention is common to pretty much every Cygwin package
that's built from source; a file named INSTALL, like README, is
standard in many source tarballs.  While your solution works
perfectly, it's not the "right" solution.  I get around the problem to
same way you do BTW.

Been like that forever - again, other packages besides slrn use this
same naming convention

Simple - someone has to step up and volunteer to be the official
maintainer.  IIRC correctly, that also means being the slrn support
person on the Cygwin mailing list.
