I was unable to reproduce this using a fresh install of mingw32, which
was installed under /MinGW.  I did run into other problems associated
with the lack of copy.exe, as well as a problem associated with
cmd.exe regarding '=' as whitespace.  I made some minor changes to the
mingw32 build scripts, which you find in slang pre2.1.4-57.
