I have attached the log as 'no_post' to this email, and thanks again
or your trouble. 

As Martin had no trouble replying to this troublesome post I went
ahead and rebuilt s-lang and slrn from scratch on my own computer
(having been now evicted from my wife's xp computer) utilising a
virtual machine + fresh XP installation. Also corrected the utf8 /
utf-8 typo that Martin noted. 

This 'clean' version of the current svn slrn under windows reads and
replies to the problem message with no errors. Thus I have a deep
suspicion that the fault was completely my own, although I cannot see
where I went wrong. A small difference with my new installation of the
windows slrn: I used what appears to be a newer iconv:
