Yes.  RFC 2047 contains the following statements:

 5. Use of encoded-words in message headers
 [...]
   + An 'encoded-word' MUST NOT appear within a 'quoted-string'.
 [...]
 Appendix - changes since RFC 1522 (in no particular order)
 [...]
   + explicitly state that 'encoded-word's are not valid within a
     'quoted-string'.
