This behavior matches the manual http://slrn.sourceforge.net/docs/slrn-manual-6.html#ss6.20 I don't see any language in that section of the manual describing a way to be taken to the end of the quoted material, as the only applicable percent escape always holds the "number of the first line of the message body".
