Yes the permissions and ownerships are set correctly for the spool 
directory (SNROOT) and sub-directories/files.

One thing I did not test yesterday but did today was whether the 
behavior was present in remote news groups.  It appears that messages 
that are sent to remote groups exhibit the same behavior.
