Hmm, I don't think you should put the entire path to the server in
hosts.allow... The following works for me:

# /etc/inetd.conf
nntp   stream  tcp     nowait    news.news  /usr/sbin/tcpd  /home/news/bin/nntpd

# /etc/hosts.allow
nntpd : localhost : setenv = POSTING_OK
