OpenSSH on Windows 2000

Hi! I've downloaded OpenSSH for windows yesterday. I have a Windows 2000 fully-patched. The server is ran automatically has a service at boot. But it doesn't accept connections, although the server has started and is running. If I "net stop opensshd" and "net start opensshd", the server accepts connections and runs fine. Has anyone had this problem? What's the solution?
