I've found that some versions of open ssh on windows 2k end up using 90+% of cpu. I have disabled all my firewalls and I still got no luck. If I make "net stop opensshd ; net start opensshd" it works for a while, but then I can't connect again. The opensshd dies suddenly a lot. Have you tried connecting from the localhost (ssh from the machine to itself) to make sure the service is functioning properly?
