Well, you are using Cygwin because OpenSSH for Windows uses Cygwin as a 
shim layer. Anyway, try running both the client and server with debug 
enabled. This will tell you specifically what command the client is 
sending and what command the server is receiving.

Note: In debug mode the server doesn't fork so you'll need to restart 
the server every you disconnect while you are using debug mode on the 
server.

This is quite an old version and hasn't been maintained for at least 2 
years now. I'd suggest upgrading to the latest version of copSSH. It 
uses a current OpenSSH code base and a more recent Cygwin subsystem.
