Windows file permissions problem

Hello, I have OpenSSH 3.8.1p1 installed on Windows 2003 Server as a service for secure file transfers. I am also using a secure FTP client to connect to the server. When I transfer files to the server, the new files transferred to the server are created with strange permissions, ownership and group information. They do not inherit the base permissions of the folder that the files are put into. Could anyone assist in figuring out what's happening and getting this working so the files inherit their permissions and ownership correctly?
