windows xp based openssh server not respecting auth_keys

Ive installed openssh for windows on a pc and can connect to it just fine. When I went to start authing via keys I got stuck. Made the keys on a unix host, copied the public key and appended it to authorized_keys. Edited sshd_config to turn off strict mode (this is windows XP) and make sure that authorized keys was a valid login option. I can log in via ssh command line, or putty, but not via the key Any ideas what I missed, Ive been throught the documents several times, and Im certain that im consistent with the docs on this point.
