mkgroup STATUS_ACCESS_VIOLATION

Hi.
I installed OpenSSH for Windows on my Windows 2000 Server.
When I run mkgroup to create the group file I get this error:

C:\Program Files\OpenSSH\bin>mkgroup -l > ..\etc\group

How I can solve it? Could you help me please?
