Problem during SSH login by key pair authorization

Hi everyone ,
I am new in this mailing list , I have a typical problem in windows server
2003 with OpenSSH.

When I am trying to do remote login using ssh by user name and password it's
working fine , but when I am using key pair authorization I am not able to
log on , my debug log is following
