I think I agree with Mark on this one.  OPML, while perhaps not optimal,
seems to make a bunch of sense for the content.

Most tools currently in use support it, which provides an avenue for quick
adoption.  New formats mean new parsers.  Even if they already exist, they
aren't in the hands of users.  While some people may upgrade software
regularly, many don't.  So adding it to new versions of existing products
isn't a guarantee that it will see widespread use any time soon.  OPML means
it could be used immediately and enahnced as needed, instead of having to
redevelop support for another format.
