I think he is asking for the exact opposite: He wants to start with a 
blog roll (of which not all sites will neccesarily have RSS feeds) and 
have the aggregator, OPML, and RSS  generated from that.

Do any web based aggregators  periodically sync (instead of a 
one-time-import, like Bloglines and others) with an OPML file? If so, 
part 1  is already done-- just point it at the opml generated by your 
blog roll host.

Localfeeds: Bloggercon (which no longer exists....) worked somewhat like 
this. It was a web aggregator that synchronized hourly with the official 
Bloggercon OPML Blogroll. I thought  about developing it into something 
more generally useful, but thought it would be too off-message.
