Formats for changes.xml from Yahoo RSS database

A few folks have asked for a way to get a list of recently updated RSS
feeds from the data collected by Yahoo's RSS database.

Is there any reason not to offer the list in RSS and OPML as well as
the traditional but sparse changes.xml file?

If you'd use this data, which format would you prefer?
