Use the Atom API.

Since you're starting from scratch it's probably the best place to start.
Second would be the Blogger API, anything else distantly third.

I hope this is the appropriate place to post this question.

We're using a home-grown content management system on our Intranet. I
want our users to be able to use the popular blogging tools to post
to this system. BlogJet is a popular tool. However, I see there are a
number of back-end api's that can be used, such as MovableType and
the Blogger API.

Since I will need to develop this backend from scratch, what is the
general recommedation on what to use?
