RSS Revision - IssueCreateProfiles

Based on the short discussion on that page I'd like to propose that a 
revision to the RSS 1.0 specification is split into two parts. The first 
part is a specification of the RSS vocabulary, i.e. channel, item, 
title, description etc. The second part is a 'syntactic profile' using 
that vocabulary. The profile would correspond exactly to the current RSS 
1.0 syntax and would be a normative part of the specification.

Note that this is slightly different to the proposal on that page which 
suggests creating a looser profile for full RDF use. I'm suggesting that 
we take a more limited step here by defining a profile that is 
equivilent to the current syntax.

The reasoning behind this is that the RSS elements are often used in 
other RDF documents to refer to channels and items. These documents are 
not feeds, but descriptions of feeds. Morten talked about this usage in 
a message here yesterday.

Separating the syntax from the semantics seems like a useful thing to do 
  in its own right. It allows reuse of terms and helps ensure consistent 
meaning across different uses.
