In the general case, you're absolutely right. But in this specific case 
of the Guardian blog, the source data is in a one level flat category 
hierarchy. The same goes for something like (say) Slashdot and most 
Slashclones. Drupal has taken categorization much further but right now 
they're the exception rather than the rule.

The example above was very specific to this site.
