Server Reporting "US-ASCII"

I submitted this.file [1] for validation to Feed Validator [2]
and while the feed was determined to be valid an alert stated:

Your feed appears to be encoded as "utf-8", but your server
is reporting "US-ASCII"

I then read the suggested Feed Validator documentation [3]
and the recommended W3C documentation [4] which attempts to
explain how to set the HTTP charset parameter with various 
popular web servers. 

Does anybody have any clue if I should convey this issue
to my Windows 2003 IIS6 hosting provider and if so would 
you recommend what I should convey to them to get the 
point across?
