mod_enclosures proposal

Recently there was a some discussions about extensions of RSS 2.0
enclosure element and addition of something similar to RSS 1.0. 
My friend and I was working in this direction in the scope
of one of our projects and we decided to write down our toughts in the
form of a proposal. Everybody is welcome to criticize and contribute.

RSS 1.0 section needs some more work, but the document already
illustrates our general approach.

What is the procedure for submitting this as RSS 1.0 module proposal
