Intro and feeds from newspapers

I've posted this on another similar list, my apoligies for any incovenience.

Hi,

New on the list.  I've been taking a crash course in rss and xml the past 3 days, and find I'm up against a wall.  One issue with me is that I am blind, and so getting to the bottom of something is a little slower going, and I'm hoping I will find some help here.  <smile>  Anyway, I was asked to consider to help build a site that finds local newspaper articles and press releases for one specific overall topic--politics--in our state.  An existing site (our site is intended to replace it) lists the newspaper links and title and description and all, but I don't know if they use rss, and if not, why not.  And if not, can we, and if we can, how do we do it?  The site will be valid css, xml, xhtml, and whatever else it needs to be to conform with w3c recommendations.  Oh, I would prefer to use asp or asp.net.  Links to some code snippets or easy tutorials for the asp/asp.net code would be app
 reciated.  Well, any easy tutorial on any thing to do with building a site like I've described would be appreciated.
