Yep, allowed anywhere and affects the interpretations of any relative URIs
in rdf:resource or rdf:about attributes. I'm sure about typed literals of
type xsd:anyURI.

It's quite useful too, as it allows you to republish an RDF/XML document
while just needing to change the root node to ensure the base URI doesn't
get changed by the republication.
