Sure it is, the idea is to use that first line just as one might use a 2.0
element, within an item element.  Then, in following good RDF practice, add
descriptive metadata about it elsewhere in the document.

The second example of using a 'seeAlso' opens the door to smarter handling
of more than just enclosures.  The description for the resource could go
furhter to explain type, scheduling, alternative transports, etc.  The
aggregator developer need only see that an item contain a seeAlso to present
some sort of flag to the user.  A further checking of the description of it
might let them decide what more, if anything, to do with it.

Using a plain 'enclosure' element provides only one mechanism.  If we're
talking about getting developers to pay attention to more information it
seems like a good idea to approach it from a wider perspective.

The devil, as they say, lies in the details.  RDF modelling requires a
certain degree of nuance.
