They're not the same and apps shouldn't treat them that way.  Especially
with regard to smart quotes.

Bear in mind that numeric entities are UNICODE ONLY.  They're not numeric
expressions of the same encoding of the main document.  So if you need a
particular character rememember that you cannot simple numerically encode
the character from the current encoding.

A change that once taken often solves a great many other learning curve
problems.

Encoding, it's like 'turtles all the way down'.  Just when you think you
know all of it you discover you don't.
