Prior to the release of the draft, this was a big concern for us. As
I've already stated to David Megginson on xml-dev [1], we wanted the
draft to be in an implementation-ready state at announcement time. We
decided that since RSS-Dev WG business must be conducted in public, per
the process document [2], private application for the namespace was out
of the question, and thus went with our current namespace.

Should the uptake of RSS 1.1 have been initially very slow, we could
have still made this relatively major change, but since we're seeing a
number of aggregators being upgraded to support it and feeds being
produced, it's already too late from an implementation standpoint.

The negative impact is negligible: tools treat namespace URIs opaquely,
and so this is purely a socio-political issue. Maintaining the same
lineage as the RSS 1.0 namespace is only preferable for aesthetic
reasons, and to let people know that it's likely that the same group is
responsible for both languages. But the former isn't too important (I'm
pleased with "/net/rss1.1#"), and the latter can also be achieved by
simply having the RSS-Dev WG ratify RSS 1.1 as the chosen evolutionary
path--as Danbri puts it. But I'll save that for the other thread.

We certainly appreciate the offer of the 1.1DRAFT namespace, but again
this would mean at least two more namespace changes, which we're really
looking to avoid. I think that the popularity of the ^ns namespace
lookup feature on Chris's redlandbot [3] proves that people are most
inclined to cut and paste namespaces anyway rather than memorising them
all. The RDF namespace itself is particularly horrible.
