Right. I think that this is clear in the RSS 1.1 specification, but
we're going to try to make it clearer anyway.

Yes, this is based on a misreading of C018, as Bjoern Hoehrmann has
already pointed out, and will be fixed in the next draft. We'll be
requiring UTF-8 as the encoding, the same as RSS 1.0, and trying to make
the section on US-ASCII clearer.
