IMHO there is no need to redefine how encodings work in XML, a reference 
to the XML 1.0 specification should suffice, possibly with a 
recommendation to encode the feed as US-ASCII or UTF-8 and a 
non-normative notice that numeric entities refer to Unicode codepoints 
and HTML entities cannot be used.
