RDF doesn't "permit" it any more than it allows anything else. The link
element is a feature of the RSS format and, as such, is limited.
Traditionally the link has meant one of two things. One as a link "to" the
what content of the item is discussing and the other as a link to the item
itself. The history associated with how tools did or didn't handle this
gracefully was messy. Technically the rdf:About on the item itself SHOULD
have been handled as the online permanent link to the item (it's HTML web
page, for example) but that too was mired in a number of messy arguments.
Sure, there could be something said for being able to express a collection
of URI related to an item. And RDF has many fine ways to do this.
Extensions are perhaps better suited for handling the edge cases that might
need such things. For mainstream newsfeed uses it doesn't seem necessary.
