The same argument could be applied to pretty much any conflict between
RSS 1.0 and a fixed version. There will be incompatibilities. But if
the intension is just a bugfix, then maybe it would be possible to
reuse the same namespace generally, with a different namespace for
troublesome terms like rss:image? But if the use of image as both a
property and a class is considered a bug, then wouldn't it be better
still strongly deprecate the use of image as a property (or class), as
a bugfix?

The problem of dealing with the 1.0  legacy isn't going to go away by
creating a whole new vocabulary in a different namespace without close
to 100% adoption. That seems unlikely in the immediate future, so an
explicit acknowledgement of the problem(s) and recommended
interpretations (which may differ from the RSS 1.0 spec) would seem an
appropriate way of bridging.

There is another alternative - if this is to be an ontologically clean
revision of RSS, a new vocabulary in a different namespace,  then why
not re-present it as Simple OWL Syndication (or somesuch). The upgrade
path could still be marked from RSS 1.0, the RSS 1.1 name could still
be used for the rough-n-ready version, but there would be more
explicit acknowledgement that the new version it *is* a different
vocabulary, albeit for the same application domain.
