works on unix, problems with windows 2003

I have a site where we added RSS feed consuming using MagPieRSS.  It
works fine under unix.  When moving the files to Windows 2003 server
running PHP 4.3 we get no feed output.

Instead of seeing the title of the feed and clickable link to the url
we get the following for the title   '' and the link is null.  Yet I
can see in the cache directory it is in fact parsing and consuming the
feed, even when I empty the cache directory on first view I see it
fill up correctly.

I tried comparing the php.ini on both hosts and did not see any thing
that stood out.

Any advice would be great.
