taxonomy module question

Hello,

I have a question related to Taxonomy module.

I am looking for a clarification of semantics of taxo:topics element in
taxo:topic.

For example (from module spec):

rdf:about="http://dmoz.org/Computers/Data_Formats/
Markup_Languages/XML/">
   
<taxo:link>http://dmoz.org/Computers/Data_Formats/
Markup_Languages/XML/</taxo:link>
    <taxo:topics>

What is relationship between
'http://dmoz.org/Computers/Data_Formats/Markup_Languages/XML/' and
'http://meerkat.oreillynet.com/?c=cat23'?
Is later is meta-topic, used to classify topics themselfs, or does it
means that
it is more general topic and all elements cassified as belonging to 
'http://dmoz.org/Computers/Data_Formats/Markup_Languages/XML/' are
also belong to 'http://meerkat.oreillynet.com/?c=cat23'?
